So is option b because is shows figurative language, namely metaphor, so the number of protectors is demanded that they want swarm of beef rather than the mere fly that can be ignored.

If you know figurative language than this should be easy for you. Figurative Language includes things like metaphors, similes, personification, hyperbole, idiom, and puns. So the answer to this is actually pretty simple.

Your answer is B.

Reason:

Option B uses a metaphor, which is an example of figurative language. "was not a fly buzzing in one's ear; instead, they were a swarm of bees that demanded attention." Is the metaphor in which this excerpt uses, because it compares something to another thing.
