3) The first five-year plan was a list of economic goals, created by General Secretary Joseph Stalin and based on his policy of Socialism in One Country. It was implemented between 1928 and 1932.

3.- The purpose of Stalin's five year plans was to create a new kind of society with a strong industrial economy and a strong army.
