as said, you first need materials and such. as in materials, i mean paper, colored pencils, paints, paintbrushes, etc.
second, you need to probably practice, to get better obviously. paint or draw what interests you, and you can also paint or draw for others , get requests. etc !
you can look at youtub e videos for tutorials, and experiment.
you should probably also find your style of drawing and painting, like i said experiment ! you can watch youtub e. videos , and browse the internet, you style can even be something similar to someone else’s, or it can all be from your head!
