The correct answer is False.
President Franklin Roosevelt did not serve as mediator in the Russian-Japanese peace talks. It was Theodore Roosevelt who served as mediator. This was in the Treaty of Portsmouth which formally ended the Russo-Japanese War of 1904–05. The negotiations took place in August in New Hampshire.
