Radius is the distance between the center of the circle and any point on the circle.

Formula of distance between two points is

d=√((y2-y1)²+(x2-x1)²) = √((2-(-3))² +(-11-(-9))²)=√(5²+(-2)²)=√(25+4)=√29 =r

r=√29 the radius of the circle

Center of the circle (h,k)=(-9,-3)

Equation of the circle
(x-h)² + (y-k)² = r²
(x+9)² +(y+3)²=(√29)²

(x+9)² +(y+3)²=29
