How should lifeguards extricate a suspected spinal injury victim who is secured to a backboard from a zero-depth entry wave pool?

I believe the answer is: reach the victim, extricate and provide ventilations within 1.5 to 2 minutes.

when a lifeguard suspected that a victim has a spinal injury, it is not to uncommon to assume that the victim wouldn't be able to breath properly due to the amount of water that entered his/her lung. So conducting a quick ventilations is really necessary under such situations/
