-7 is the answer.

First you add 3 to -17 and that gets you -14

2x = -14
x = -7 (Divide each side by 2)

the answer is -7

2x - 3 = - 17 \\ 2x = -17 + 3 = - 14 \\ x = - (14)/(2) = - 7
