1.) Definition of the Principles. Ideally, these should have the backing and definition of the country through a written Constitution or other Government Definition document.

2.) Actions Proposed to achieve the principles. This is the Policy part of any Administration - how they envisage the attainment of the Principles.

3.) Means to enact the proposed actions. This should be realistic and acceptable to the majority of the citizens for whom the Policy is supposed to protect.

The important things you should examine are the presidents formal and informal powers.Formal power includes the presidents are the appointment of ambassadors and making and signing treaties with other countries. In informal the president can initiate and enact a legislative agenda, he can send out troops without declaring war.
