What is needed in war? Budget right? Where do you get these? From the government of course? How? Taxes!!

The correct answer is A. It was heavily taxed to raise money. Land taxes grew especially in the north due to the need to raise money to pay for an army and a functioning central government. This was in fact one of the main reasons that drove the emergence of industrialization in the north.
