C: the United States did not believe the people of the Philippines were prepared for self government.
An article in the January, 1932 edition of Foreign Affairs magazine pointed out this problem in American perception. The article opened with a criticism of those who wanted to stall the Filipino's achievement of full independence:
When they show sufficient capacity," or "When they are able to govern themselves," or "When they are educated enough." So run the answers of many Americans pressed with the question as to when the Filipinos should be granted their independence.
The article's author, Maximo Kalaw, urged that independence for the Philippines be pursued sooner rather than later the ultimate independence of the Philippines always had been the goal of American involvement there.
