In Organizational Justice, an employee judges the behavior of the organization towards their employees. This judgement would be on the basis of fairness, performance, ethics, religion, law, etc. If any decision of the organization seems to be violating any of these, an employee would think that Organizational Justice is not being prevailed in the organization, and he is being treated wrong and an injustice is happening with him/her.

In this scenario, Franco was late only one due to an emergency, whereas his colleagues are mostly late at work, but they were never given a warning even, and he was just been fired. So he this the company is lacking Organizational Justice.
