Cities grew speedily, therefore there have been no development plans, healthful codes, or building codes. It cause inadequate housing, education and enforcement. Garbage heaped within the streets. Folks lived in shut quarters and caused diseases to unfold faster. The typical lifetime in urban areas was seventeen (38 in rural areas).
