They are paired pea sized gland present in the male reproductive system. They are located deep in the perineal pouch that lies at the base of the penis.

When sexually aroused, the glands secrete a viscous, salty and clear fluid which is pre-ejaculated. It neutralizes any residual acidity left in the urethra.

Now, the neutralized urethra serves a better passage for the sperms to move in the vagina.

So, the function to regulate acidity will be hampered if bulbourethral gland fails to work.

The effect that will occur if the bulbourethral gland in male fails to perform its function is that the sperm will not survive the acidic conditions in the vagina.
The bulbourethral or the Cowper's gland produces watery, slightly mucoid fluid that neutralizes any acidity in the urethra that is left by the urine that passed through it, and therefore sperms are not harmed by this acidity. Additionally, the fluid helps in neutralizing the acidity in the vagina.
