This is because of the location of the state.
For example, states with higher grounds, or elevation, may able to receive more wind powers than states with lower grounds.
Due to this, the states with higher ground use this advantage and set up more wind powers machines in that area.
Knowing that wind power could also be turned into electricity, many states also take that advantage, too.
