This is because the narrator only focuses on one character throughout the entire excerpt. Most of the acknowledgment is with Joe Welling. If the excerpt had included more characters and the narrator was able to tell you the feelings and emotions of all of them, then the answer would be omniscient. However, since it only focuses on one, it is limited.
