Paget's term for this variation in skills is decalage. The development psychologist Jean Piaget generated the terms of horizontal and vertical decalage to explain the delineation of the stages of cognitive development.
The horizontal decalage refers to the fact that the functions learned by a child are not always applied to the resolution of other similar problems, for example, a child who learned to perform two-digit sums but can not do three-digit sums.
Vertical decalage refers to the use of a cognitive skill learned at different stages of development.

I hope my answer can help you.
