I believe the answer is: provide programs for students interested in preparing for jobs rather than college
Both outcomes need an extremely different approach. When preparing for jobs, the students need to focus their time to learn practical skills that would directly used in the workplace settings. When preparing for universities, they need to focus their time in learning theories.
