There is no actual connection between both actions. The Immigration Act of 1924 was a federal law that prevented immigration from Asia and set a number of Quotas to the immigrants that came from the eastern hemisphere. The Act set a limit of up to 165,000 immigrants from outside the western hemisphere. This number was established after taking into reference the 2% of the total population of the US at the time.
In regards to the attack on Pearl Harbor on December 7th, 1941. This was the result of the efforts of the Empire of Japan to achieve naval supremacy in the Pacific Ocean. The country had undergone an aggressive industrialization that had exposed their limitations regarding resources. This prompted them to invade other territories in order to get these sourcing points for these goods.
