The answer is "True".

Bears have thick fat and also fur that keeps them from the affects of cold in such icy climate and furthermore empowers them to swim in exceptionally icy water. The fur of a polar bear isn't white as generally accepted however it really holds no shading. It just seems white since it reflects light.
