I'm assuming that they want you to find the measure of the jellybean in fractions of an inch. So, if you count the smallest lines, there are 16 in one inch. Then, count how many small lines long the jellybean is: 9
This means that the jellybean is 9 out of 16 of the 16 small lines long, or 9/16 of an inch!
