The new student would most likely have about 2 or 3 pets.

One way to make a predication is by looking at the mean. If we add up all the pets, we have 48. Dividing 48 by the number of students (19) we get about 2.52. Since 2.52 is between 2 and 3, it is a safe bet that the new student will have about 2 or 3 pets.
