This is a problem of complex number. So we have a coordinate system with two axis. The horizontal axis represents the real numbers and the vertical axis represents the imaginary numbers. Given that a complex number is given by the form a + bi, if we set the point 2 - 7i on the coordinate system it is obvious that lies over the IV quadrant.
