Remember this formula: C1V1=C2V2
C1 being the initial concentration
V1 being the initial volume
C2 being the final concentration
V2 being the final concentration

In this case we just plug and chug:
C1=10 M
V1=what we're looking for
C2=1.50 M
V2=500 mL

10*V1=1.5*500
V1=750/10= 75 mL of 10 M sulfuric acid needed.

First get 400 mL DI water. Add 75 mL 10 M sulfuric acid. Then add enough DI water to get the final volume to 500 mL.
