Answer: At the time, Washington DC did not exist.

Explanation: Washington DC was established by the Residence act, passed in July 1790. George Washington was inaugurated in April 1789 in the capital at the time: New York city. Because it takes a while to build a new capital city, Philadelphia became the next official capital in December 1790 and would remains so until 1800, when Washington DC became the seat of the federal government.
