H3O+ ions are responsible for the acidic nature of the medium and OH- ions are responsible for the basic nature of the medium.
When [H3O+] is equal to the [OH-] the solution is neutral.
When [H3O+] is greater than [OH-] the solution is acidic
When [H3O+] is lesser than [OH-] the solution is basic
