Through the establishment of the Peace Corps.
In a campaign speech on November 2, 1960 (about a week before his election as president), John F. Kennedy proposed "a peace corps of talented men and women" who would work to help developing countries in their progress and in peace efforts. More than 25,000 letters came in response to Kennedy's proposal, so as president, he acted quickly to make the Peace Corps a reality. President Kennedy signed an executive order establishing the Peace Corps on March 1, 1961.
