length in terms of w = 5/2 + 2w

perimeter = w + w + (5/2 + w) + (5/2 + w)
= 4w + 5

It is given in the question that,

The length of a rectangle is 5/2 units greater than twice its width.

And it is given that the width is w units .

Therefore length is

= 2w + (5)/(2)

And perimeter is the sum of measurement of all sides

P = w + 2w+ (5)/(2) + w +2w+ (5)/(2) = 6w + (10)/(2) = 6w + 5

And that's the required expression .
