equation circle 1
(x+4)²+(y-5)²=2²

equation circle 2
(x-2)²+(y-1)²=6²

step 1
translate the center of Circle 1 using the transformation rule
(x,y)----------> (x+6,y-4)
so
the center circle 1
(-4,5)------> (-4+6,5-4)-----> (2,1)

the answer Part a) is
(x,y)----------> (x+6,y-4)

step 2
dilate the radius of circle 1 using a scale factor of
scale factor=6/2----> 3
so
radius circle 1*scale factor-----> 2*3-----> 6 cm
