1/4 is not likely because likely is a lot of chance but 1/4 is 25% which is not a lot.
1/4 is not certain because certain is it's sure that it will happen which is 100% but 1/4 is not 100%, it's 25%
1/4 is unlikely because unlikely is some chance and 1/4 is 25% which isn't much but still have a chance of happening.
C.) unlikely is the answer

D is gone. You can get the event to happen 1/4 times. So impossible is not the right word to describe it.

B by the same token as D is also gone. Your chances of not getting it is 3/4. Not even close to certainty.

So now you have to decide whether the glass you are looking at is 1/2 full or 1/2 empty -- a phrase made popular by Richard Nixon.

A is not correct. The point is that you only have a 1/4 probability chance of having the event happen.

That only leaves C. The chances are pretty good that the event will not happen. P(~happening) = 3/4

C <<<<<< Answer.
