slope = -2/3 and passing through (4,-7) because (-2/3) *4 - (13/3) = -7
the slope of the parallel line = -4/6 = -2/3

The second statement
y = (-7/2) x - (5/2)
slope = -7/2 and passing through (-3,8) because (-7/2) *-3 - (5/2) = 8
the slope of the perpendicular line = 2/7
