The time zone in Vladivostok is 3 hours ahead of the time zone in Bangkok.

Adding the 40 minutes to 1:50 A.M., we get 2:30 A.M.
Using 12 of the 16 hours, we get 2:30 P.M.
Using the remaining 4 hours, we get 6:30 P.M. This would be in Bangkok time.

However, in Vladivostok time, it is 9:30 P.M. This means that the time is 3 hours ahead of Bangkok time.
