Water boils faster on top of a mountain. The higher the pressure the higher the boiling point of water. The boiling point is at a lower temperature at the top of the mountain due to the low pressure so it reaches the boiling point faster.

So think of it like this.

The higher the pressure, the higher boiling point of water, so vice versa for the lower it is. Also, as we go higher in altitude the atmospheric pressure will decrease. In easier terms, the water will boil at the top faster than it would boil on the beach.
