we know that
the circumference=pi*D
where D is the diameter

dimensions piece of paper
8 1/2 in x 11 in----> 8.5 in x 11 in
so
The longest diameter (that remains on the paper) would be 8.5 inches
circumference=3.14*8.5-----> 26.69 in------> nearest inch----> 27 in

the answer is
27 in
