If the cutoff for a safe ratio of infected people is 1 in 10,000, what is the greatest number of people out of the 6,700,000 that can be infected and still be within the safe ratio?

Safe : Infected = 1 : 10 000

Multiply by 670:
Safe : Infected = 1 x 670 : 10 000 x 670
Safe : Infected = 670 : 6 700 000

Answer: 670
