x=-2 and y=5
(3x^3y^-2)^2=[3(-2)^3 (5)^(-2)]^2=[3(-8)/(5)^2]^2=(-24/25)^2=(-24)^2/(25)^2
(3x^3y^-2)^2=576/625
Answer: The value of the expression is 576/625
