Hamilton wanted the U.S. to create it's own bank in order to create a uniform currency that would circulate within the country, where as Jefferson believed the states should charter banks that could issue money and argued that the Constitution did not give the national government the power to establish a bank. There was also the issue of Hamilton believing in a strong central government while Jefferson believed in the states being stronger.
