B is the answer (x - 3)² +  (y + 2)² = 9

we know that
the equation of a circle is
(x-h)²+(y-k)²=r²
where
(h,k) is the center
and
r is the radius

in this problem
the center is the point (3,-2)
and the radius is r=3
so
(x-h)²+(y-k)²=r²-----> (x-3)²+(y+2)²=3²

therefore

the answer is
b. (x - 3)² + (y + 2)² = 9
