They debate, revise, and adopt proposals for laws that establish policy

The states and the federal goverment need to be good partners when it comes to the process of making policies. The states contribute with support, collecting datas and determinations, also some actvities helping the policy enforcement. For all these, the federal goverment send financial support. The Congress passes regulation and the policy is adopted.
