There are 21 consonant letters in the English alphabet. The number of characters used by the computer to generate the password is
26+6=32.

The probability of an event A is defined as

P(A)=(number \; of\; favourable\; events)/(total\;number\;of\;events).

The probability the first character is a consonant is

(21)/(32) =0.66.
