In most cases, a majority of house members must be present for a bill to be considered. This majority is referred to as a quorum. A quorum is the minimum amount of people that need to be present to make a meeting valid. Due to them requiring an amount of people to be present to make a meeting valid, those people need to be there to make sure the bill is presented and considered.
