The answer is A. Increase his activity and exercise levels and add more calories to gradually reduce weight.

B. would be very unlikely to cause him to gain weight. In fact, he could actually lose weight as he'd be burning more calories without consuming more.

C. and D. may be temporary fixes, but do nothing to actually sustain weight.

Also D. supports an unhealthy, sedentary lifestyle.
