What did churchill mean when he described russia as being “...a riddle, wrapped in a mystery, inside an enigma”?

Well, he used the quote to give a clearer picture of the state of Russia’s way of doing things back then. He was trying to tell how difficult it was to tell the mystery behind Russia’s objectives and harsh reactions towards the western countries. Russia has proven a really difficult country to deal with to the Western countries something that inspired Churchill’s desire to speak out and tell the world about it.
