We know.,

Volume of cone (V)


313 = (1)/(3) \pi {r}^(2)h


313 * 3 = 3.14 * 16 * {r}^(2)


939 = 50.24 {r}^(2)


18.69 = r^(2)


r = √(18.69)

r = 4.32 in
