we know that
[surface area of hemisphere]=2*pi*r²
[volume of hemisphere]=(4/6)*pi*r³

so
[surface area to volume ratio of hemisphere]=(2*pi*r²)/((4/6)*pi*r³)
[surface area to volume ratio of hemisphere]=3/r

for the the smaller hemisphere
diameter=45 cm
r=45/2-----> r=22.5 cm
[surface area to volume ratio of smaller hemisphere]=3/22.5----> 0.13

the answer is
0.13
