Since you didn't make it clear about if 14 in was the radius or diameter, I will do it both ways.
If 14 inches was the radius:
14 in * 2 = 28 in
28 in * 3.14 = 87.92 in
If 14 inches was the diameter:
14 in * 3.14 = 43.96 in
