The correct answer is D.- metaphor. It is used by means of comparing goverment to a machine. Thoreau furhter advocates that this machine will eventually wear out because of a presensce of the widespread injustice within the one in power. Such a comparison of an abstract idea with a tangible item helps the author to explain the problem and express his worries.
