we have that
point (1,-2)
slope m=1/3
so
y-y1=m*(x-x1)-----> y+2=(1/3)*(x-1)----> multiply by 3---> 3y+6=x-1
x-3y-1-6=0------> x-3y-7=0

the answer is
x - 3y - 7 = 0
