the answer if A no
The first one says that if you're hungry then you're not happy, meaning that hungriness makes you unhappy, not that it is the only cause for you being unhappy.
The second one says that if you're not happy then you're hungry, meaning that you're happy all the time but the only time you're not happy is when you're hungry.
