we have that

4x + y = 8-----> y=-4x+8-----> the slope m is -4

we know that
if two lines are perpendicular
then
m1*m2=-1
m1=-4
so
m2=1/4

with m=1/4 and point (4,3)
find the equation of the line
y=mx+b
3=(1/4)*4+b-----> 3=1+b-----> b=2
y=(1/4)*x+2------> (1/4)*x-y=-2-----> multiply by 4----> x-4y=-8

the answer is the option
A. x − 4y = −8
