Secondary stakeholders are those that are indirectly affected by actions that an agency, institution, or organization take. These actions can either positively or negatively affect the stakeholders depending on what action occurs. Primary stakeholders have a direct interest in the organization whereas secondary stakeholders have an indirect interest.
